FORMER managers of the Ramgarhia Gurdwara have organised a petition with over 250 signatures, to encourage the Charities Commission to investigate the institution’s management style.
One of the creators of the petition, former councillor Harjinder Ghatora, 73, claimed that the Gurdwara management committee has not called an election since 1995, and has begun ejecting homeless people from the Langar hall.
Mr Ghatora said: “The management committee are blocking people coming in to get food. It’s very bad – the Langar hall is supposed to receive anybody. Why can’t they help needy people? They have a lot of money.”
The creators of the petition claim that the constitution of the Gurdwara in Woodlands Avenue, Slough, is being ignored. The document states that members of the management committee are elected for two-year terms. However, they contest that although the members change seats, there have been no elections for over twenty years.
Former members of the committee also complained that the institution had begun charging high prices for its functions, in addition to scrapping a policy to hold funerals for free for those with low incomes.
The Ramgarhia Gurdwara was investigated by the Charities Commission in November 2016 for consistently failing to file its accounts and annual reports on time.
President of the Gurdwara, Harjinder Singh Gahir, 58, of Wexham, dismissed all the claims as “absolute rubbish,” adding: “It’s absolute nonsense. These complaints are by four or five disgruntled former members.”
He questioned the authenticity of the petition, as there are no addresses on it. He admitted there had been issues with the constitution not being followed in the past, but questioned why the former managers had not raised this when they were in power.
He said: “They are trying to shift their own incompetence onto the incumbent committee.”
Mr Gahir insisted that under his leadership “all procedures are fully followed” in regards to the constitution, and demonstrated that the 2017 financial reports had been filed with the Charities Commission on time. He said claims the Gurdwara no longer holds free funerals were untrue.
Mr Gahir denied ejecting anyone from the hall, saying: “To do so would go against the ideals of the Sikh faith.”

Mr Jabble said: “I’m the founder of the Gurdwara, and I have served this community for over 25 years. They act like dictators, they do whatever they like. I told them that this was a violation of the constitution, but they never replied.”
The Ramgarhia Gurdwara, Slough, is part of the Ramgarhia Council UK, which runs 40 other Gurdwaras across the UK. The president is a former member of the management committee of the Ramgarhia Gurdwara Slough, but was also fired recently.
The president, who did not wish to be named, claimed he was fired for refusing to make the Ramgarhia Council UK support an event promoting Khalistan.
The president said: “They tried to pressure me into supporting the event nationally. I said no, so they told me to leave. They are quite tyrannical. Only a few people supported this Khalistan Day, just a few on the management committee pressuring everyone else.”
The president of the Ramgarhia Gurdwara Slough, Harjinder Singh Gahir, 58, of Wexham, said: “The constitution says that holding trustees must be non-partisan.
"Also, Mr Jabble told us that he had signed the petition without reading the covering letter. Members were concerned that me might do something similar in the future - sign something without reading - such as documents that might affect the assets of the Gurdwara."
In regards to the president of the Ramgarhia Council, Mr Gahir said:
“The reason he left was because he didn’t want any position other than president. We have received letters with these malicious, unsubstantiated allegations, but when we write to their authors, pointing out they are highly defamatory and we are considering legal action, we get no response.
“They’re throwing their toys out the pram.”

A SIKH charity was cautioned by a watchdog after it failed to submit its accounts for two consecutive financial years.
A probe by the Charity Commission for England and Wales found that the Ramgarhia Sikh Gudwara charity, based in Woodland Avenue, Slough, had failed to submit its annual accounts, reports and annual returns to the commission for the financial years ending December 31 2013 and 2014 by the deadlines, despite multiple reminders.
Charity bosses finally filed its accounts and reports for 2013 and 2014 on 29 February 2016 before the probe into their conduct was launched, however they were still subject to the inquiry for their persistent failure to meet the deadlines.
The outstanding annual return for the financial year ending 31 December 2013 was submitted to the commission on 29 July 2016; and the return for 2014 on 1 August 2016 Charity chiefs obtained bank records and financial information relating to the period it was in default, which will be scrutinised and published in a further report.
A trustee of the charity claimed that the missed deadlines were due to "a misunderstanding" between the trustees and accountants.
However, the commission said that although the trustees of the Ramgarhia Sikh Gudwara cooperated with the inquiry, the commission had concerns about the charity’s overall record for filing the accounting information on time.
In their conclusions, the commission said: “The charity’s trustees were in default of their legal obligations to file accounting information with the commission.
“This was mismanagement and misconduct in the administration of the charity and a breach of their legal duties.”
The trustees have been ordered to make the necessary changes to ensure that all future deadlines are met.
The charity aims to promote the Sikh religion by providing a temple and facilities with the object of improving the lives of people in need.
General secretary of the Ramgarhia Sikh Gudwara, Amarjit Bhachu, said: “The Gudwara has now put safeguards in place to ensure that this does not happen again.”

A grandfather of two whose car was destroyed in an arson attack outside his home says he fears for his family’s safety.
Police have confirmed they are investigating suspected arson attacks on cars outside homes in Shaggy Calf Lane, Slough and Montagu Road, Datchet in the early hours of Wednesday morning last week.
General Ruprah, 68, a retired electrician with Southern Electric, said his Kia car in Shaggy Calf Lane was set on fire at about 2.40am. A neighbour spotted the smoke and called the emergency services.
Mr Ruprah said he has given the police footage recorded on his a security camera of two men walking up to his car. He fears the blaze could easily have spread to his house only feet away putting his wife and son’s life at risk.
His two year old granddaughter was also staying with him that day.
Mr Ruprah says he has suffered further harassment since the arson attack. Two days after his car was attacked paint was thrown over his son’s car and this Tuesday morning similar paint was thrown at his front bay.
He says he feels scared to go to bed and feels he must try and monitor the house 24 hours a day.
He said: “It is making my life a misery. It is torture mentally. Mentally they are trying to destroy me - it is just one thing after another. I came to England 50 years ago after growing up in a third world country. But nothing like this ever happened to me there. I thought there was law and order in England but it seems like a jungle when two men can just walk up to my car and set fire to it.”
Firefighters attended a second suspected arson in Montagu Road, Datchet at about 4am the same morning as the attack on Mr Ruprah’s car. It was a similar attack with a car apparently set fire to outside the owner’s home.
Mr Ruprah knows the owner of the second car. Both men are Sikhs who worship at the Ramgarhia Gurdwara in Woodland Avenue, Slough.
